After a routine traffic stop Dec. 21 on Highway 289 Horseshoe Bend Police Officer Mark Long discovered the woman he had pulled over for speeding had fled Phillips County and should be considered armed and dangerous if apprehended. Long said he had stopped 25-year-old Crystal Wiggins after radar showed she was traveling 58 mph in a 40 mph speed zone.
