AREA -- Because of a federal law requiring the U.S. Postal Service to place $3.1 billion in an escrow account by Oct. 1, 2006, postal rates across the country will increase as of Jan 8. The law was passed in 2003. This will be the first rate increase by the postal service since 2002.
