Phillips reads land plan ordinance

Thursday, April 20, 2006

Fulton County Quorum Court held its first reading of the Fulton County Land Plan Ordinance at the April 10 meeting in the Fulton County Courthouse in Salem.

It took District 4 JP Gary Phillips approximately 40 minutes to read the full ordinance.

According to the ordinance, the purpose of the land plan is to give county government the right to be included in the process when it comes to state or federal regulation or changes in rules regarding land, water and culture in Fulton County.

"It lets them know we want to be part of the process," Fulton County Judge Charles Willett said.

"Basically, if there is any development, zoning or planning by the federal or state government, they have to come before the quorum court," Willett said.

According to the plan, federal and state government can sometimes have an adverse effect on the local level. The document's intent is to protect the culture, customs and property of the citizens of Fulton County and asks that whenever the state or federal governments want to do something in the county, they consult and coordinate with the county government, according to the ordinance.

Willett said the ordinance cannot override any state or federal regulation.

There will be two more readings of the ordinance, one reading at the May 8 meeting and the final at the June 12 meeting.

A copy of the ordinance is available at the libraries in Viola, Mammoth Spring and Salem.

In other business:

The quorum court appropriated a $750 donation to the drug dog fund for dog food and vet care for Coco, a labrador.

The resolution to allow White River Planning and Development to map for the Centerline Project passed. Willett said the new map will be accurate and exact in locating where someone lives. He said it will make it easier for emergency and delivery services to find where any resident is located in the county.
