A Salem man has been arrested for numerous alleged sexual encounters with a minor.
John W. Welch, 43, of Pilot Hill Drive faces 11 counts of fourth degree assault (deviant sexual assault), a class D felony, and three counts of sexual indecency with a child, a class D felony, stemming from alleged encounters with a teenage boy during 2004 and 2006.
The 16-year-old male told investigators, Welch, an over-the-road truck driver, often took him on rides in his truck, where the assaults occurred, according to Arkansas State Police Special Agent Becky Vacco.
The alleged victim said that two years ago, when he was 14 or 15 around Christmas time, late at night, Welch gave him five or six beers and then performed a sex act on him at the alleged victim's apartment at Fox Meadows.
After the alleged sex act, the alleged victim says Welch asked him if he liked it and he said he didn't like it at all, according to Vacco
The alleged victim said that every time he and Welch were alone, Welch would give him alcohol and try to touch him, according to Vacco. The alleged victim says that he "couldn't even count" the number of times Welch engaged in sexual contact, said Vacco.
The alleged victim said that Welch would try to force him to perform oral sex, but he would not do it and that Welch would perform lewd acts in his presence, said Vacco.
Another alleged encounter took place at a trailer park in Salem. Welch allegedly offered the victim $200 for sex but the youth said he "was not like that." He said Welch then held a knife to his throat and told him that if he were dead then he could have sex with him, according to Vacco.
The alleged victim also said that Welch took a picture of his genitals while he was sleeping, according to Vacco. He said that he had never seen the picture but Welch had told him that it was taken so that he would have it with him when he was on the road, said Vacco.
The alleged victim said the last time any sexual acts were performed on him was two months ago.
