OREGON COUNTY -- An Ellsinor man, Charles Spencer, has been granted a change of venue in a case where he is charged with statutory rape and statutory sodomy in Carter County.
The case was moved from Carter County to Oregon County and Spence, 38, is currently in the Oregon County jail at Alton with no bond set.
A report from the sheriff's office said that Spence is charged with incidents that involved a boy less than 17 years of age.
In other Oregon County Sheriff's Department action, Jon L. Steimer, 42, from Thayer is in the Oregon County jail at Alton and will face a charge of felony domestic assault. The charges stem in an incident at Thayer recently where Steimer is alleged to have tried to cause severe bodily injury to his wife, Debbie Steimer, by hitting her several times in the head with his fists and by choking her. The incident occurred on Gilbert Street in Thayer. Debbie Steimer was taken to Ozark Medical Center in West Plains and then due to the seriousness of her injuries transferred to Three Rivers Medical Center in Poplar Bluff.
Michael S. Bates, 29, of Alton was arrested July 26 by officers with the Oregon County Sheriff's Department and charged with two counts of trying to defraud secured creditors.
He posted a $2,500 bond and is scheduled to appear in Oregon County Circuit Court Sept. 8. A report from the sheriff's office said on Jan. 28, 2003, Bates signed an agreement with the Alton Bank listing a 1984 Ford Bronco and a 1993 Dodge pick-up as collateral for a loan.
The report said Bates agreed to make payments on the 15th of each month starting in February 2003. Bates never made a payment, authorities allege.
It is alleged on Aug. 8, 2003, Bates sold the Dodge to Pioneer Auction. On April 5, 2004, the Bank of Alton had the Bronco repossessed by KK Towing.
It is alleged while the vehicle was being stored at Red's Auto Bates took the tires and wheels off the vehicle.
