Teddy Phillip Tipton Sr., 64, was arrested Oct. 11 after allegedly engaging in sexual activities with two minor females, ages 6 and 11.
On Aug. 30 the two alleged victims were interviewed by Crimes Against Children investigator Mike Hall. The 6-year-old victim alleged that Tipton had exposed himself to her and then urinated in front of her.
The 11-year-old victim alleged that Tipton had grabbed her hand, forced it down his pants and onto his privates.
Both victims said these incidents occurred approximately three years ago, making them 3 and 8 years old at the time of the alleged assaults.
In an Oct. 10 interview, Tipton allegedly admitted that the 11-year-old child had inappropriately touched him while they were at his residence, but he said he could not recall whether he forced the child to do so. Tipton also allegedly admitted to exposing himself to the 6-year-old victim. Tipton allegedly told authorities he exposed himself only because the child questioned him about the differences between boys and girls.
Tipton added to the victims' allegations by confessing to an incident in which he directed the 6-year-old child to inappropriately touch him while they were at his residence; however, he would not disclose specific details surrounding the incident, according to Arkansas State Police Special Agent Becky Vacco.
Tipton, who was released from Fulton County authorities after posting a $10,000 bond, is charged with second degree sexual assault and sexual indecency with a child.
His arraignment is scheduled for Nov. 9.
