45 sex offenders call Fulton County home

There are 45 registered sex offenders living in Fulton County. Of the 45, 22 are Level 3 sex offenders and two are Level 4.

Fulton County Deputy Rhonda Long is in charge of the sex offender registry for the county and she wants the community to be aware of who they are and where they live.

"I'm trying to work on public awareness and giving residents the information they need to know about sex offenders living in their neighborhood," Long said. "This is not only the law but it is important for the safety of our residents, especially our children."

According to the Arkansas Crime Information Center all registered sex offenders are required to submit to an assessment by the Sex Offender Screening and Risk Assessment Program coordinated by the Arkansas Department of Correction. Each offender is assigned a risk level based on the results of the assessment. If an offender fails to submit to the assessment they are assigned a risk level of three.

Arkansas Code 12-12-913 mandates that information on registered sex offenders determined to pose the highest level of risk -- Level 3 and Level 4 -- be made available to the public.

According to the code, a Level 1sex offender is a person with a low risk of committing another sex crime; Level 2 offenders pose a moderate risk; Level 3 offenders are considered a high risk for repeating a sexual crime; and Level 4 offenders are considered a sexually violent predator.

Long said her main focus is to verify the residency of all sex offenders in the county. She is required to take a photograph and fingerprints if needed and to send the information to the central registry of ACIC. This information is put on the ACIC Web site and is available to the public at www.acic.org. Long said levels 1-3 are required to reverify their residency every six months and Level 4 offenders are reverified every three months.

When a Level 3 or Level 4 sex offender moves into an area, local law enforcement must notify the public about the person and give the community information to assure public safety. They have the right to continue to disclose information about the sex offender for as long as the offender is required to be registered. Sex offenders are required to register a minimum of 15 years.

Effective through the establishment of Arkansas Code 12-12-923, a Level 4 sexually violent predator, whose crime was committed after April 7, 2006, must wear an electronic monitoring devise after they are released from prison.

"This is an ongoing process," Long said. "It has been a while since the Sheriff's office has had one person assigned to take care of this registry. I do this in addition to my regular duties as an officer, so it will take some time to go through everything and verify everyone here."

According to a study conducted by Jeffery T. Walker, PhD, a professor of the Department of Criminal Justice at the University of Arkansas Little Rock, the counties in Arkansas with the highest rates of sex offenders per 1,000 persons were located in Northern Arkansas, next to the Missouri border.

Some studies speculate that sex offenders move to more rural areas to escape their crime because most rural police agencies have the fewest resources available to monitor sex offenders.

"This is a very rural area," Long said. "Sex offenders might think it is easier to 'hide' in this area. I would like to see that perception stop. If the public knows who they are and where they live, the public will be watching them along with the sheriff's office. If they see them hanging around the city park or ballfields or any event for children, they need to call the sheriff's office and let us know. We will check it out."

Long said, as she goes through the list to verify sex offenders residency she has found false information or offenders who are not in compliance with the law.

"I have four people so far that I want the public to be aware of," Long said. "They are all in violation and bench warrants for their arrest have been issued. If they are still living in Fulton County we need to know where they are. If the public has any information about these men they should call the Sheriff's office at 895-2601."

* Randy Campbell - is not a Level 3 or 4 sex offender but is not in compliance with sex registry laws. He is a white male, born Jan. 1, 1961, has brown hair and brown eyes, is 5-foot, 9-inches tall and weighs 204 pounds. He was last assessed on June 22, 2006. His last known address is 15650 West Highway 62, Gepp, Ark.

* Jeffrey Alan Mcgovern - is a Level 3 sex offender. He was convicted of sexual indecency with a child (female) in October, 1998. He is a white male, born June 5, 1985, has blond hair and blue eyes, is 6-foot, 2-inches tall and weighs 230 pounds. He was last assessed by the state of Texas on March 7, 2002. He was last known to be living in Cherokee Village.

* Alan R. Moore - is a Level 3 sex offender. He was charged, while in the military, of rape of a 4-year-old female. The rape took place in Japan. He is a white male, born Oct. 28, 1970, has brown hair and blue eyes, is 6-foot, 2-inches tall and weighs 218 pounds. He was assessed by Arkansas Department of Corrections on Jan. 29, 2003. The address he gave was phony, Rt. 209 A, Mammoth Spring, Ark.

* William Dana Studley - is a Level 3 sex offender. He was convicted of sexual crimes with a 14-year-old female acquaintance and a 4-year-old female neighbor. He is a white male, born Aug. 3, 1957, has brown hair and hazel eyes, is 5-foot, 8-inches tall and weighs 239 pounds. He was last assessed by Arkansas Department of Corrections on Jan. 26, 2007. There is no known address for Studley.
