Police say Franklin man admits to deviant sexual acts

Jerry Lee Kerr, 40, of Franklin was arrested Aug. 26 after Deputy Charley Melton received complaints from the family of a 7-year-old male victim. The child gave Deputy Melton and State Police Investigator Janet Cooper detailed statements regarding numerous specific sexual acts performed by Kerr on the victim and acts Kerr forced the victim to perform on him.

During the course of the initial investigation, Kerr admitted to deviant sexual acts with another male juvenile, Sheriff Lawrence said. The sheriff said he expected as many as 20 felony sexual charges, including rape, to be formalized against Kerr, who remains in the Izard County Detention Facility.

Lawrence said, "We fully intend to continue this investigation to determine if there are still other children who have been victims of these terrible crimes by Kerr." Kerr remains in the Izard County Detention Facility and is on a suicide watch.

Donnie Woodcock of Pleasant Valley Road near Calico Rock was arrested Aug. 24 and charged with commercial burglary and theft of property in connection with the Aug. 17 break-in and theft of money and other items from the Jesse Watson station in Pineville.

According to Sheriff Tate Lawrence, an undisclosed amount of rolled and loose coins along with soft drinks were taken during the burglary. It appears that entrance to the station was gained by breaking the front glass door after attempts to gain entrance through a back door glass were unsuccessful.

Both charges are class "C" felonies and carry a prison term of three to 10 years. Additional charges are pending against Woodcock as the result of his conduct while incarcerated.

Woodcock remains in the Izard County Detention Facility in lieu of $50,000 bond.

The case was handled by Deputies Gabe Sanders and Jeff Shehan along with Investigator James Humphrey and Chief Deputy Earnie Blackley.

As the result of an Izard County deputy investigating a suspicious vehicle at the roadside park on Arkansas Highway 56 near Calico Rock, two males occupying the vehicle were charged Aug. 25 with felony possession of what field tested as cocaine. These men were also charged with possession of various instruments of crime.

Additional charges are pending awaiting the identification of powdery substance found in some capsules. The suspects were identified as David E. Coble, 19, of Mountain Home and Corey Ray Condery, 20, of Midway. Both remain in the Izard County Detention Facility in lieu of bond.

In separate illegal drug arrest, two suspects were charged Aug. 25 with the manufacture of a controlled substance. Marijuana plants were found at the Oxford residence of Jeremy Lee Patillo, 25, and Katy Lawrence, 23. Both posted bond Aug. 26 and were released from the Izard County Detention Facility. They will face these felony drug charges in circuit court.

Nathaniel Allen Lee Speak, 23, of Calico Rock was arrested Aug. 23 on charges of felony fleeing in a vehicle, fleeing on foot, reckless driving, speeding and driving on a suspended license. Speak posted bond Aug. 24 in the amount of $5,000 and was released from the Izard County Detention Facility.

David Lee Rigsbee, 19, of Melbourne was transferred Aug. 24 from the Izard County Detention Facility to the Arkansas Department of Correction to begin serving circuit court imposed prison time.

Jamie Elizabeth Rollins, 18, of Melbourne was arrested Aug. 17 on contempt of court charges and was sentenced the following day to a 23-day commitment in the Izard County Detention Facility where he remains.

Tina Louise Tillman, 45, of Jonesboro was incarcerated in the Izard County Detention Facility for Stone County authorities on the felony charges of manufacturing of a controlled substance and delivery of a controlled substance. Tillman posted bond in the amount of $50,000 on Aug. 23 and was released.
