Sheriff Tate Lawrence said that Andis is a level three convicted offender out of the state of Texas and moved to Izard County from Fulton County. He was convicted of indecency with child/contact-second degree-two counts. These offenses involved the offender engaging in sexual contact with two minor females. Sheriff Lawrence further advises that the offender should not be in any relationship, occupational setting, or residential setting that gives him unsupervised access to minors. Andis' class three level reflects the potential to re-offend.
Andis is not wanted by law enforcement at this time. This notification is not intended to increase fear; rather, is our belief that an informed public is a safer public. The Izard County Sheriff's Department has no legal authority to direct where a sexual offender lives. Unless court-order restrictions exist, this offender is constitutionally free to live wherever he chooses. Sex offenders have always been in our communities, but it wasn't until the passage of various laws that law enforcement even knew where they were living. This information should not be used to threaten, intimidate, or harass this offender.
