Allen Kipfer, age 24 of Melbourne was arrested August 25 on a warrant charging him with Social Hosts-Criminal Liability (two counts). This law, enacted during the 2009 legislative session provides that a person who exercises control over private property shall not knowingly allow a person under the age of 21 years to consume alcohol on the private property. Sheriff Tate Lawrence said the first violation of this law is a class C misdemeanor, second violation is a class A misdemeanor and a third or subsequent violation is a class D felony. Kipfer's is accused of committing these offenses, one of which involved the death of an eighteen year old male, while out on bond for a drug related offense and his bond was revoked as the result of him violating his conditions of release. Kipfer remains in the Izard County Detention Facility. Sheriff Lawrence said the investigation in the death of the eighteen year old is continuing and that the department is awaiting results from the state medical examiner.
Christopher Shane Elliot, age 35 of Calico Rock was arrested August 27 on charges to include assault on a family member third degree, driving while intoxicated, operating a vehicle without license plates, driving on a suspended license, and operating a motor vehicle without insurance. Elliot remains in the Izard County Detention Facility in lieu of bond in the amount of $3,200.
