Shortly after midnight Saturday while parked at a Melbourne convenience store, Deputy Phil Story heard a voice yelling out obscenities and observed a white female walking nearby. Deputy Story said that he approached the staggering woman and observed her throwing a plastic cup to the ground. The cup smelled of intoxicating beverage and when questioned the female became irate and started using profanity toward the deputy. Story said she was carrying a plastic bag containing two bottles one of which contained vodka. After a struggle, Dawn Marie Palemine, 42, of Melbourne was arrested on charges of public intoxication, disorderly conduct, littering, possession of a controlled substance and resisting arrest. Sheriff Tate Lawrence said that during booking into the Izard County Detention Facility, Palemine continued to be combative and uncooperative resulting in an additional charge of obstructing governmental operations. Palemine was released the following day after appearing before District Judge David E. Miller.

In two other alcohol related arrests, Sandra Jo Pipes, 41, of Oxford was arrested Saturday afternoon on charges of driving while intoxicated and driving left of center after Deputy Mark Simino observed her driving north on state highway 9 in an erratic manner. Pipes remains in the Izard County Detention Facility in lieu of $1,185 bond. An occupant in the vehicle, Steve Alan Vines, 47, of Melbourne was charged with disorderly conduct and public intoxication. Vines appeared before Judge David Miller and made provisions for release.

A traffic stop early Sunday morning on Barren Fork Road in Mt. Pleasant resulted in the arrest of a Mammoth Spring man. Timothy W. Mero, 20, was charged with possession of liquor by a minor, operating a motor vehicle without insurance, and operation a vehicle without license plates. Mero posted bond later that day in the amount of $1,040 and was released from the Izard County Detention Facility.

Jessie Charles Carroll, 44, of Calico Rock was arrested Sept. 2 on charges of driving on a revoked license as the result of a DWI, and operating a vehicle without insurance. Carroll later posted bond in the amount of $1,335 and was released from the Izard County Detention Facility.

Charles Reed, 29, of Melbourne was charged Sept. 2 with public sexual indecency and assault third degree. The charges stem from an incident with a female victim. Reed remains in the Izard County Detention Facility in lieu of $2,500 bond.

Cody Ty McCann, 19, of Paragould was arrested Sept. 3 on a felony bond revocation. McCann was out on bond from an earlier charge involving a stolen vehicle when he was charged in Fulton County with theft by receiving. His earlier bond was revoked and he will remain incarcerated until his Circuit Court date.

Also being held until the next scheduled Circuit Court date is Kristian Victoria Shaver, 24, of Batesville who was arrested on a failure to appear warrant involving hot checks.

Thomas Albert Branscum, 29, of Calico Rock was arrested Sept. 1 on a violation of Arkansas hot check law warrant. Branscum later posted bond in the amount of $463 and was released from the Izard County Detention Facility.

Annelise Short, 22, of Highland was transported Sept. 2 to the Arkansas Department Correction as the result of a probation/parole violations.

Twenty nine inmates were in the Izard County Detention Facility as of Sunday, including Richard Gordon, 61, of Viola who is being held for Fulton County on the charge of murder. Gordon is held in lieu of $1 million bond.

Four drug related arrests were made Thursday night at a residence off Day Road in Horseshoe Bend. Sheriff Tate Lawrence said that a driving while intoxicated arrest in Fulton County Thursday led Izard County Sheriff's deputies to the house occupied by Charles Russell Earle of Horseshoe Bend. A search of the house and area was conducted and several items used in the manufacturing of methamphetamine were discovered. Earl, 57, is being held in the Izard County Detention Facility pending felony charges to include possession of drug paraphernalia with intent to manufacture methamphetamine.

Two additional persons in the house, Laura Anne Mus, 24, of Horseshoe Bend and Christina Eilkina Lane, 58, of Horseshoe Bend were charged with two counts each of possession of a controlled substance.

Mus and Lane each posted bond in the amount of $3,000 and were released from the Izard County Detention Facility

While deputies were preparing to execute the search of the property, a vehicle entered onto the property and the driver, Thaddus J. Steed, 32, of Ash Flat was arrested for felonies to include possession of a controlled substance, possession of drug paraphernalia, and possession with intent to manufacture methamphetamine. Upon being booked into the Izard County Detention Facility, Thaddeus was found to have methamphetamine inside his underwear and was charged with furnishing prohibited articles to a detention facility.

Thaddeus remains in jail in lieu of $50,000 bond.
