Izard County Sheriff's Report

An altercation the night of Oct. 22 at a residence in Melbourne resulted in injuries to a Melbourne man. According to Sheriff Tate Lawrence, it appears a fight between at least three men at the residence of Shannon Malone resulted in the hospitalization of Sean Savage who was transported to a hospital in Calico Rock and was then air lifted by helicopter to a hospital in Little Rock for major injury to one of his eyes. Sheriff Lawrence said that it was his understanding that Savage had undergone one surgery and is scheduled for another. Savage, of Melbourne, appears to have been jabbed with some type of weapon, suspected to be that of a lawn light fixture. Two suspects are being held on an investigative hold pending charges. They are Clayton Allen Lynch, 22, and William Wesley Boothe, 29, both of Melbourne.

A one vehicle accident on Oct. 23 on state Highway 9, south of Oxford resulted in a vehicle reported stolen, being destroyed by fire. Two men are being held on an investigative hold relating to the theft of the vehicle. On hold at the Izard County Detention Facility pending a full investigation are Richard MaGourik, 23, and Billy Joe Powell, 29, both of Calico Rock. MaGourik tested positive, at the time of his arrest, for amphetamines and meth, and disobedient and aggressive behavior, resulted in a further charge. In addition to the holds, MaGouirk has been charged with fleeing, driving with a suspended license, careless driving, operating a vehicle without insurance and obstructing governmental operations. Powell has been charged with fleeing, public intoxication, obstructing governmental operations and driving on a revoked license as the result of a DWI.

Senior Deputy J.T. Baker responded Oct. 20 to the Raupp residence near Mt. Pleasant following a domestic violence call. According to Connie Raupp, when she came home from work, she observed her husband, Dan Raupp, coming out of the living room and she observed a female partially unclothed in her house. The female, later identified as Kathy Pannell, age 51 of Mt. Pleasant, was arrested on the charge of disorderly conduct. According to reports, both Pannell and Dan Raupp were extremely intoxicated. Pannell posted bond later in the day in the amount of $205 and was released from the Izard County Detention Facility.

Joseph Edward Conway of Guion was arrested Oct. 19 on the charges of domestic battering third degree, endangering the welfare of a minor and resisting arrest. According to Sheriff Tate Lawrence, Conway began throwing rocks at the victims car, striking and breaking the windshield . A two year old child was a passenger in the car. Conway was released from the Izard County Detention Facility the following day, was issued a no contact order toward the victim and given a court date.

Formal charges of residential burglary, domestic battery and theft of property were brought against Robert Alan Sanchez, 30, of Melbourne on Oct. 18 following his arrest and investigative hold regarding an incident in Melbourne. Residential burglary is a class "b" felony, domestic battery, a class "D" felony, and theft of property a class "A" misdemeanor. Sanchez posted a $25,000 cash bond, given a court date, and released from the Izard County Detention Facility.

Sergio Rodriguez, 31, of Melbourne was formally charged Oct. 18 with hindering apprehension in the Sanchez arrest. Rodriguez posted bond in the amount of $1,000, given a court date, and released.

Bryan Newton Farmer, 40, of Pineville was arrested Oct. 22 on a probation/parole violation. Farmer remains in the Izard County Detention Facility on an Arkansas Department of Corrections hold.

David Sterling Ivy, 54, of Mountain View was arrested Oct. 22 on a failure to pay warrant. Ivy remains in the Izard County Detention Facility in lieu of $2,960 bond.

Joshua David Sanders, 32, of Melbourne was arrested Oct. 24 on a Baxter County warrant. Sanders posted bond on the Baxter County charge and was released.

Samantha Jo Branscum, 22, of Pineville was arrested Oct. 22 on the charge of speeding and driving while intoxicated. Branscum posted bond the following morning in the amount of $1,210 and was released from the Izard County Detention Facility.
